The quota incentivizes arresting the *opposite* of what Trump promised. Tracking & arresting a drug gang takes time and it's dangerous. Raiding a large workplace or sitting outside courtrooms is easy and safe, so ICE does that. And there are no consequences for improper arrests, so grab everyone.
