Similar in California. Our electric company (PG&E) was losing money on their nuclear plant, so the government had to subsidize to keep it operating for a couple more years
Those subsidies would probably be better spent on building solar/wind/storage from a reducing GHG emissions perspective

Was it possible to keep the old nuclear plants running though, or had they reached their EoL?

A lot of traffic in Oakland is from Alameda drivers, which OakDOT has to plan around
One of the reasons we didn't win a 2-lane Grand Ave was traffic counts indicated potentially queuing, and we know from StreetLight data that a lot of those cars are driving from Alameda to 580 via Grand

I am more grumbly that the bulk of the $175M project is about speeding up car access to 880, and doesn't really address car dependency
That funding could have built a pedestrian-bike bridge or rapid transit between Alameda-Oakland
It is a significantly better project than 23/29 overpass though

True, there are some good parts to the project, like less Alameda thru traffic in Chinatown, moving the off-ramp, and concrete protected bike lane!

Ah yes, I was talking about how car focused Alameda CTC projects are in Oakland like the 23rd/29th overpasses, or the upcoming Oakland-Alameda Access Project
Even the International BRT bus project dropped the bus lane to maintain car capacity at High and 42nd

This is a great incremental idea! Stopping thru traffic is a key first step, and then it could be expanded as people see how good it is.
