In a former life a looong time ago, I commanded a National Guard unit. Although though we were very well trained in our primary mission, I would never have put my men on the streets in a riot. It is not what soldiers are trained for.

If they don’t tell you their names, wear name tags, hide their faces and don’t have body cameras, treat them as kidnappers as that is the only logical conclusion you can come to. Protect people from such traffickers at all costs. Your reasoning is sound in case of a court hearing.
