Definitely bank the Rams money for now. More cuts are coming and it’s only a matter of time before it hits STL’s budget. The only thing I’d recommend spending $$$$ on is the water dept.

It's amazing how most financial advice I'm seeing is to tighten your belt, hang on to that old car, watch your spending, and the city is going to just blow all this money with no plan for budget shortfalls.
