Name it as it is. This plan is shit. Ukraine obviously won't agree to that. That's another russia's attempt to waste time till it genocides Ukrainians.
The plan would even demand that Russian be recognised as an official state language in Ukraine and that the local branch of the Russian Orthodox Church receive official status, echoing long standing Kremlin political goals.

That is going to be a no.

It actually wasn't, all societies have codes. I've written a number of papers on 17th century mercenaries and they spent most of their time suing each other. That's in the middle of the worst war in Europe. You have to be "a sheep" within your own society or nothing functions
Revenge/physical combat was how people settled things for literally millions of years, it's normal human behavior, we're wolves not sheep, the government project trying to social engineer us and domesticate us into sheep has been unsuccessful
