Centrists love nothing more than to kick the shit out of the left for being stupid unreasonable children, then when all their grown up plans blow up in their stupid faces saying "aren't I deserving of praise for realising I was wrong too late for it to matter." Despicable.
I think a scatter plot would have been useful here. But eyeballing it the picture ain't good.
Big part of the problem is lack of council housing. Densifying the inner parts of the city with mid rise council owned flats would be my preference.

Tldr: nothing has actually drastically changed, the IEA are giving more credence to the idea govts will abandon climate action.
I personally don't think this is an incredible idea.
