I think a scatter plot would have been useful here. But eyeballing it the picture ain't good.

Big part of the problem is lack of council housing. Densifying the inner parts of the city with mid rise council owned flats would be my preference.

Tldr: nothing has actually drastically changed, the IEA are giving more credence to the idea govts will abandon climate action.

I personally don't think this is an incredible idea.

Also feels in like the "what we need to do" baseline has been sidelined in favour of defending what we are doing.

This a big deal: "China’s carbon dioxide emissions have been flat or falling for 18 months"

China's economy has grown by ~5% in the last year, so this comprehensively debunks the idea (again) that emissions are tied to growth. So yes, faster progress needed, but this is how you turn the corner.
