I can tell you why because we have to make a deal with the GOP to get a budget and the GOP is insisting they get to hurt someone in this process. It sucks I hate it no one should feel good about it and I think that Dem CC members should revolt and refuse to make that change.
And now, as soon as it was politically expedient, our DFL electeds colluded with Republicans to bargain away their healthcare. To make them pawns.

Why is it the budget is always balanced with the lives of the people who have the least, so the people with the most don’t have to feel discomfort?

Implementation also matters a lot most of Biden's legislative legacy to the extent it will happen will occur over the next 4 to 6 years. That cannot be accepted next time if we pass a bill for example to build more solar plans we need to be seeing production from them within a year.
Biden legitimately had a historically successful legislative presidency. No one knew. No one cared.

“Oh, if only we could pass our agenda, people would that government can work, love us, and not feel the need to turn to demagogic hate!” misunderstands the roots of authoritarianism, in my view.

No Will's argument is that the values of America was founded on are these very fundamental liberal values but were not lived up to by its founders or for generations of Americans. But because those values are our foundation as a nation they are tools for the downtrodden to fight for their own rights
Will’s entire argument here appears to be “most people do not believe this country was founded on racism and genocide and they will get mad if you tell them that. And I will grant thats true most people don’t believe it. But that doesn’t make it any less true. Will goes further by denying it himself
