You're absolutely right, and I think the error here is an increasingly common one: the idea that only the higher courts really have the power to decide legal questions & issue orders, and district courts are just some kind of preliminary or rehearsal stage.
Not the biggest problem here, but Alito falls prey to a common American misconception: the idea that only SCOTUS has power to make important decisions & lower courts are just some kind of rehearsal stage. In fact, "a single district-court judge" has ~just as much injunctive power as SCOTUS.
