Apparently these jobs are open internationally. Possibly perceived as "anti-NYC" to hire outsiders, but his job is to excel for his clients (the ppl of NYC). IME you get the best work from people who are excited about your values, & casting a wide net w/ the int'l appeal he's garnered is brilliant.
