The developer moved the first achievement further; now you can get it only after finishing the tutorial—and the average playtime went up.

The dev himself says he “just wanted to check whether the Steam achievements API works.”

He thinks, it’s because the first achievement can be earned very quickly. Hunters would just launch the game, grab it, and close it—doing that across hundreds of games on the list. His game has only one achievement. Pay special attention to achievements in your game—don’t slap them in carelessly.

Later the developer stumbled upon an achievement-hunter site that listed his game, RemoteSpace: First Settlement. He joined their Discord and asked around. People just chase quick achievements and collect them, that’s all.
