Is the name "Department of War" racist? No, it's just a name.
But the near 80 year battle by fringe-dwelling cranks to return to that name is absolutely based on race. And the appeasement of those same cranks is absolutely why re-adopted the name this year.

These campaigns are legally and qualitatively distinct, if you say "Hurr durr, Uncle Sam's always done this" it's simply not accurate and it minimizes just how lawless the administration and Republicans in Congress have become.

At the same time, much of the media, the fourth estate, the people whose role in democracy is holding power accountable by informing the public, decided that an old president’s oldness was a bigger scandal than another old president’s connections to and likely participation in child sex trafficking.
