Ombudsman Munish Ramlal wil niet dat de gemeente een externe deskundige inschakelt om zijn rapport te laten toetsen, dat laat hij weten in een brief aan de gemeenteraad. Volgens hem zou een extern onderzoek het instituut ombudsman en de onafhankelijkheid ervan schaden.Vorige week publiceerde Ramlal het rapport Melden met vertrouwen over de tekortkomingen van de gemeente in het afhandelen van meldingen over grensoverschrijdend gedrag door Bureau Integriteit.Halsema zou na het inzien van de conceptversie van het rapport haar zorgen hebben geuit over de kwaliteit van het onderzoek. Die zorgen zouden onder meer gaan om zaken als hoor en wederhoor, de representativiteit van de onderzoeksgroep, de helderheid en consequentie van de probleemstelling en de helderheid van de gebruikte definities. Als je algemene conclusies trekt, moet het onderzoek wel grondig zijn, stelde de burgemeester.Veel misverstandenRamlal verklaarde tegenover AT5 dat hij door de gemeente onder druk werd gezet nadat hij het conceptrapport had gedeeld binnen de organisatie. Op het stadhuis was er geen nieuwsgierigheid, maar juist heel veel weerstand.Volgens hem zijn er meerdere misverstanden over zijn werk. In de brief die hij gisteren stuurde aan de gemeenteraad gaat hij daar op in. Zo benadrukt hij dat zijn onderzoek als ombudsman niet wetenschappelijk of sociaalwetenschappelijk van aard is, maar een onderzoek uit eigen beweging betreft.nbspOok beticht hij de gemeente van het aanleveren van onjuiste informatie, het te laat aanleveren van bepaalde informatie en het weigeren van overleg over bepaalde informatie, wat het onderzoeksproces bemoeilijkte.nbspExtern onderzoek onwenselijkTijdens de commissievergadering gaf Halsema aan dat er zorgen zijn over het functioneren van de ombudsman en de kwaliteit van zijn onderzoek. Ramlal zegt daarover: Ik betreur dat dit zo publiekelijk is uitgesproken in mijn afwezigheid.Hij stelt in de brief voor om op 4 december aanwezig te zijn bij de inhoudelijke vergadering en vragen te beantwoorden van de raad. Ik ga ervan uit dat ik mogelijke twijfel over de onderzoekaanpak bij u kan wegnemen.De ombudsman benadrukt in de brief dat een extern onderzoek volgens hem onwenselijk is: Het uitvoeren van een extern onderzoek op een onderzoek van de ombudsman beschadigt deze onafhankelijke ambtsuitoefening.Mijn oproep is om de positie van een ombudsman te beschermen, omdat Amsterdammers moeten kunnen rekenen op een onafhankelijke oordeelsvorming, schrijft Ramlal aan de gemeenteraad. Ik verzoek uw raad om de onafhankelijkheid van de ombudsman te waarborgen door geen onderzoek naar een onderzoek in te stellen.

I do not understand the Labour government's reticence over defending the BBC and social media regulation. Their long-term survival basically depends on it. Their cowardice in the face of it may be the single thing they are most remembered for.

Since we’re in the mood for strict accuracy in broadcast news, worth noting that a rival channel had a pundit - unchallenged - say asylum seekers in hotels committed 44% of sexual offences in one county, seemingly because she cannot understand basic maths.

This is about 6 km from where I live. I wonder how this change is going to play with the locals.

On one hand, they're very proud of this cemetery. Families adopt a grave and tend it; the waitlist to do is very long. The annual commemorative concert is packed.
