In addition to a vast array of small arms and tactical gear, ICE has armored vehicles, helicopters, predator drones. It’s a decent size army which just happens to be deployed internally (for now).

In the ETO strategic bombing had clearly not won the war by itself so Harris could only argue by counterfactual.
In the PTO LeMay was arguing that the wrong type of strategic bombing was getting all the credit for victory.

Harris felt that Bomber Command had been unnecessarily starved of resources in 1942 and had it received what it needed the results of 1944 could have been effected in 1943, making a land invasion of NW Europe unnecessary. 🤷♂️
If I recall correctly, wasn't Harris similarly upset by the thought that strategic bombing hadn't won the war in Europe?
