Noch dümmer, dass das Budapester Memorandum vom 05.12.1994 überhaupt keine Verpflichtung der Ukraine enthielt, dauerhaft auf eigene Nuklearwaffen zu verzichten. Das ist im Atomwaffensperrvertrag geregelt, dem die Ukraine als Nicht-Nuklearwaffenstaat am 05.12.1994 beigetreten ist.
