When Democrats had the WH and the Senate, I had recommended a simple set of actions:
1. Nix the Senate filibuster
2. Pass a law that expands the courts, the SCOTUS to 19.
3. Pack them with public defenders.
"But if we do it, then when they are in power, they'll do it too."
