We took our kids to a St. Patrick’s day parade today and I just used my phone light to find something in the kitchen cabinets rather than turn the big light on if that tells you how overstimulated I am.

They are governing incompetently on purpose, because it is not actually important to them that they do any of this correctly or smoothly or well. They are announcing their new regime, in which arbitrary and stupid things happen "as a matter of doing business," so that the horrifying things blend in.
