Three areas dominated this year:

1) AI - 41 states passed 107 laws. Colorado passed a comprehensive AI bill (comprehensive bills failed in California & Connecticut). States also enacted a series of issue-specific bills (non-consensual sexual imagery, deepfakes, copyright protections).
