DoD was generally only requested to support at most 10% of validated foreign disaster response missions annually, just to give a sense of how massive the USAID effort was. It leveraged domestic and int'l partners, brought private industry in, provided technical expertise to impacted countries.

That said, I do think there will be a scholarly monograph out of the University of California press sometime in the mid-30s called "Ring of Steel: The American Triumvirate" and Pelosi retiring makes it more likely that book has primary sources rather than being a revisionist historiography

I think this is one of those things where it's pretty obvious that it existed but we don't have the sources required to definitively prove it and given the current administration we probably won't have them or a potential author for a while

"Conspiracy theories are the politics of losers" and blaming everything on shadowy AIPAC money is an easy way to absolve yourself of any kind of self reflection or trying to learn any lessons
