Got asked by a reporter to comment on the shutdown impact on NCBI and research.

It's not just NCBI - it's Army Corps of Engineers permitting too, it's NSF panel reviews, and the fact we just submitted a proposal to NOAA having no idea if/when it'll ever be seen.
