One of the best ways Democrats can resist is to gum up the works in Congress. Do not allow votes on cabinet nominees without a quorum present. Force a head count every single time. Filibuster. And NO Dems should vote to approve a nominee. ANY nominee. Make them work for it.

My sister is a pediatrician. She spent today downloading vaccine information sheets (that are legally required to be given to patients before administering vaccines) from another site after the CDC took them off of its website today.
