For what it’s worth, the power/strength of the United States came from its position as a large stable market where rights and contracts were generally respected, enforced and also predictable.

It would be legal for any state legislature to vote out a Proclamation Of Censure for the US government actions in Minnesota. This would carry no weight, but if a number of states did it, it would demonstrate to the rest of the world that we are cognizant of the problem and trying to deal with it.
