It is a weird statement but after watching the whole quote I just think he overworked it.
He tried to stuff both appeal to trump into the statement, cus he took on that role. But he also tried to discourage thinking that "russia cant win in Donbas, so we shouldn't worry". But it came out poorly.

Weird statement by Rutte. First, it is obviously wrong. Given time and the necessary investments, Europe can of course defend itself without U.S.
And second: Why undermine European deterrence like that? This message increases the risk that Putin will try to exploit the current fracture in NATO.
