Those students, regardless of the percentage, are still very important to the institutions that enroll them. Remember that the denominator in this equation includes students at institutions that have few or no foreign students and were not budgeting on that tuition.
The number of foreign students in the U.S. decreased by less than 1 percent this fall, according to new federal data, despite predictions that their enrollment would plummet this year due to a crackdown by the Trump administration.
Trump’s crackdown on foreign students barely impacts enrollment, data shows
About 1.3 million students in the U.S. had active visas in October, down less than 1 percent from a year ago.

Me as a child. Me as an adult.
Just showed the boys some select scenes of Jurassic Park and the older toddler goes “I hope they’re ok!” And I say: it’s ok, look, the little boy and the girl are safe! To which he says

No. I mean the velociraptors.

Yes, DC! Yes, PR! Yes, states! Yes, senators! Yes, votes! And 👀👀
Trump: "They're gonna make DC a state and they're gonna make Puerto Rico a state. So now they pick up two states, four senators. They're gonna pick up electoral votes. It's gonna be a very, very bad situation. Now, if we do what I'm saying, they'll most likely never obtain power."
