Most people don’t realize that the FBI does not have a legislative charter. It is a creation of the Justice Dept and operates under rules promulgated by the Attorney General (the AG Guidelines). Those guidelines — which seek to protect civil liberties and baseless investigations— can be rescinded.

Lutsk faces power outages; Rivne region has 280K+ without electricity and water; debris fell in Kyiv’s; Kharkiv saw industrial and residential damage; Vinnytsia reported damaged homes and 1 injured; Mykolaiv lost power, halting transport and schools; Sumy suffered infra, school, and hospital damage.
Ukraine is subject to another big missile attack this morning. Over 30 Russian Kh-101/555 missiles have been launched, mainly towards energy infrastructure. The bulk is headed for the Kyiv region and more are moving west. Explosions are heard in several regions.
