I honestly think it was intended. Not only in terms of "cruelty is the point", but inflicting chaos and ramping up serious crimes in order to get excuses when trying to invade American cities.

My suspicion is that the police know it's their their friend or colleague, so don't want to chase them.

Not that Israel needs an excuse to continue bombing Gaza and restricting aid, but the fact that media (even outside the constant-Zionist-propaganda sphere) keeps repeating "Hamas won't return all the dead hostages" drives me up a wall. They CAN'T FIND THEIR REMAINS because Israel BLEW THEM UP.
