The GOP have not had a plan to replace the ACA at any point in nearly 20 years. Trump won in 2024 with a "concept of a plan." But of course, it's Dems, over a year away from power at the earliest, who need to bring out a plan to deal with ICE that can be critiqued but cannot improve the situation.
