We’re in a situation now where the president is unilaterally expanding his own authority beyond anything the constitution recognizes, and then we wait to see whether his deeply compromised judges will decide to change the law in his favor post-hoc.
There is simply no plausible argument that the president has the constitutional authority to refuse to spend appropriated funds because he doesn’t like how the money is being spent.
