According to sources, you can't move someone with a Public Safety Factor (PSF) designation - which Maxwell had - without waiving it. That's what happened here.

However, it turns out to be this exploration of ultra conservative organizations that I didn't even know existed that has had a huge impact on our politics that continues to this day.
