Start of Spokes budget article... ScotGov draft budget 26/27: Active Travel obfuscation The ‘Level 4 spreadsheet’ accompanying the Scottish Government’s draft budget shows Support for Active and Sustainable Travel rising by an incredible 66.3%, from £135.8m in 25/26 to £226m in 26/27. This has been widely commended. However, when the smoke and mirrors are removed, it seems likely that total funding for active travel will actually fall slightly in cash terms, and, as a % of total transport, from 4.3% in 25/26 to less than 4% in 26/27. How can such an apparantly good news story be so misleading? We discuss this in detail later below, but, in summary… the big combined rise in Active and Sustainable looks likely to be for Sustainable (specifically, bus infrastructure) whilst Active looks likely to fall the quoted £135.8m for Active and Sustainable is misleadingly low, which makes the 66% increase to £226m look misleadingly high.

This is why the regular engine idling from drivers at school pick up and drop off should not be happening. You might be keeping warm, but at what cost to all the other children who get the pleasure of breathing it in as they walk to school. Especially bad for young lungs. Please don't do it. 🙏

Statement of Reasons The City of Edinburgh Council (Traffic Regulation; Restrictions on Waiting, Loading and Unloading, Stopping and Parking Places and Prohibition of Motor Vehicles) (Silverknowes Road Area, Edinburgh) (No. 1) Experimental Traffic Regulation Order 2025 – ETRO/21/30C The introduction of the proposed measures are intended to provide safer cycling infrastructure and pedestrian priority areas, encourage sustainable travel (walking and cycling) and improve road safety. The scheme is being introduced by way of Experimental Traffic Order made under Section 9 of the Road Traffic Regulation Act 1984, so as to allow the Council to modify or vary the scheme at short notice once in force, should circumstances require. On 16 November 2023 the Council approved proposals to use Experimental Traffic Regulation Orders (ETROs) to take forward a revised version of the Silverknowes Road Travelling Safely Scheme including re-opening Silverknowes Road north of Silverknowes Parkway to general traffic, and installing cycle lanes and parking restrictions on Silverknowes Road south of Silverknowes Parkway. The proposed 18-month trial is intended to support the approved transport hierarchy, measures included in the City Mobility Plan and Draft Circulation Plan. Edinburgh needs mobility options that by 2030 are carbon emission free, efficient, accessible and affordable. The more opportunity we have to make greener, safer, more sustainable choices in how we move around, the greater the chance we have to reduce the impact of climate change. The perception of risk that pedestrians and cyclists face is a major obstacle to encouraging more people to walk, wheel and cycle between the places they live, work and visit. Measures will be monitored and evaluated during the first year and considered for retention under separate traffic orders as appropriate Part of the draft spokes response See link in the post for the full draft We feel that the general principle embodied in this scheme is extremely sensible. It allows an important connection (from NCN1 to the Promenade) to follow the obvious desire line. SOUTH SECTION The more southerly section is particularly important in facilitating active travel to and from Davidson’s Mains Primary School, as this section sees substantial footfall as a key part of the school’s catchment area. This is likely to encourage use and meet the strategic goals set by CEC for the project (to some extent – see below for comments on issues that need further improvement). The retention of the existing segregation between Drive and Court on the east side is useful and appropriate (also c.f. above comment on travel to the primary school), and the extension of segregation on the west side of this section is welcome. Thereafter, the absence of any substantial segregation is poor. It is in some respects a shame that the previous quiet route is being replaced by unprotected, paint-only provision (albeit that the lack of signage and off-desire line nature of that route limited its uptake). The floating parking protection to the immediate north of the shops works reasonably well, and appears to be having a traffic-calming effect. However, the remainder of the route to the roundabout at the Parkway is unprotected and anecdotal experience is that the effective widening of the road by removing parking is allowing higher average speeds – the two “chicane” installations are not sufficient to keep speeds low, and the absence of any segregation means cyclists are left at much higher risk than is acceptable. We note that recent CEC traffic surveys have shown average speeds on this road to be higher than the threshold for action on a 20mph limit road. We therefore strongly urge you to look again at this section and to provide additional segregation or other protection, perhaps by installing further floating… Letter to Spokes from a local resident... Dear Spokes, I am writing about the new bike lanes along Silverknowes road that has been recently implemented. This in my opinion is a wonderful change that joins up the Blackhall bike path with the promenade along the beach. Unfortunately, this change has also caused criticism by some residents claiming that the bike lanes are useless and dangerous. They are not useless because it is used by many cyclists and certainly they are not dangerous. It is great to have our own lane without worrying too much about cars and it is great to have double yellow lines so that no one can park their car on the bike lane. Before the bike lanes were implemented it was risky and dangerous to always zig-zag between parked cars. On Friday 24th there was an impromptu rally of anti-road change with SMP Sue Webber. I feel concerned that if the people who are pro bike lane do not come forward, the road will be reversed again. The main objections at the rally are about the limitations on on-street parking due to double yellow lines but without double line, people would continue parking on the bike lane which would defeat the purpose of separate lane for bikes. I am seeking assistance from your organization since I strongly believe that bike lanes will improve public safety and contribute to a healthier environment. Thank you

Barnton Connections: DRAFT Spokes Response Spokes strongly supports the proposed improvements which will make hostile streets and junctions significantly safer for pedestrians and cyclists. Connecting to NCN1 and the new paths at Cammo Meadows/Maybury Road will provide new, safe routes for many. We are, however, extremely disappointed that the northern scope of the project will not reach Cramond. Extending the route further north provides invaluable network benefits, connects Cramond Primary to a safe cycling route, and provides an accessible alternative to the River Almond Walkway. Project Comments Signalised crossings are proposed at several busy junctions. Signal timings should be carefully considered to prevent significant delays for pedestrians and cyclists. Where there are significant space constraints, it is expected that the transport hierarchy will be respected, with space being taken from the carriageway before cycleways and footways. It is expected that wayfinding will be provided as part of the project, taking into account the new ‘Edinburgh Cycle Network’. Public cycle parking and space for the Voi cycle hire scheme should be provided at the retail units on Whitehouse Road. Detailed Comments Sheet 1a The current junction design at Cammo Gardens appears to require at least four signal stages. Consideration should be given to preventing extreme waits for the cycle stage, which can encourage non-compliance. Sheet 1b Gaps in the segregation should be provided to allow cyclists to join the route from Barnton Grove/Queensferry Road. Both arms of the A90 two-stage crossing should run simultaneously to prevent cyclists being held for long durations on the island, risking bikes backing onto running lanes. Sheet 2 Sheet 3a The cycleway should remain on the west side of the street, allowing for a continuous route. Swapping sides adds entrenched delay and makes the route less attractive. Thanks. Your response very similar to mine, posted some time ago. Need to put infra where people are (west side of Whitehouse Road), not where people are not and route needs to connect to Cramond Primary School. Hugely concerning this latter point was not considered given the circumstances there.

Falkirk Grahamston – AfA and public realm Station selec… new access to Dunbar station, photo of construction Network Rail has commenced construction of a new path to Platform 2, which will open the station to thousands of people living in new housing, and reduce the walk/wheel to the station by 10 minutes. The project is a partnership with East Lothian Council, who completed re-alignment of its off- road path network to access the station in late 2025. The programme is a collaboration with ScotRail and is in receipt of funding support from Transport Scotland’s ATIF (Active Travel Infrastructure Fund) funding stream. Network Rail and ScotRail are now collaborating with East Lothian Council to investigate other potential routes from new housing to the station and improved cycle parking, in what is becoming a fruitful partnership South Gyle Stn, new active travel bridge opened.. A new accessible bridge was lowered into place at South Gyle in January. The new structure replaces the former road bridge, which was demolished in readiness for the forthcoming Haymarket-Dalmeny electrification project. The new bridge is an important link in the West Edinburgh off-road active travel network. The project is a collaboration between Scotland’s Railway and City of Edinburgh Council. The pictures opposite are from works ‘in progress’. The bridge is now open and being used. Graph showing how poeople get to stations in Scotland ScotRail’s Passenger Insight team ran their survey across 72 stations in Scotland for the whole of September-January. The period allowed ScotRail to deploy the question “how did you get to the station today” for its longest continuous run, yielding 407k data points and allowing for an autumn and winter wave to be provided. In addition, in terms of interrogating the Other (18%) response, we continue to use ScotRail’s latest (Autumn ’25) customer satisfaction survey which allows for a greater selection of vehicle types and free format option and allows us to sanity check both sets of results from two different survey assets. The results show consistent modal share and little seasonal variation Cycling is 5%

Suggestions:
1. Show project ends as well as starts by default (maybe option to hide/show either). I personally think end most important
2. In the opening summary, show improvement totals as well as delays (to be fair!)

This January report to the Council Executive lists the various funding amounts obtained by the Council for active travel projects in financial year 25/26, and how they are to be used [I think this means the contractors must be appointed by end 25/26 financial year]. There are a variety of 'promotion' projects, plus the following infrastructure... • Cycle link along the B7066 (Whitburn) from Armadale Road to Polkemmet Roundabout (£990,000); • A904 - Duntarvie and Abercorn Junction Upgrades construction, as outlined in Section 7.1.4 of the Active Travel Plan 2024-29 (£150,000); • Dixon Terrace, Whitburn Cycleway design progression (£129,000) • Removing Barriers to Accessibility, various locations (£50,000). • [Design only] Threemiletown to Uphall, and Uphall to Uphall Station. 2. West Lothian Local Access Forum is looking for one or two new members with interest in cycling, as most of their current members are only knowledgeable about walking. This page on the Council website has a link to information about the Forum and another link about how to apply to become a member. 3. Our great new West Lothian Bike Map is now on sale at bike and book shops. If you know any who would like to stock it and don't yet do so, let us know. Extract from Transport Cttee Road Safety report 13.11.25, showing scheme due in 26/27 financial year Kings Road Junction, Portobello Preferred design layout selected TRO/RSO process progressing for delivery 2026/27 £2m Post by Eric Lesley ‪@ericlesley2.bsky.social‬ Temporary safety measures have been in place for a number of years, including closing the slip lane, segregation of lead in to ASL and relocation of bus stop. Redesign is done, just waiting for construction.
