He's describing the Wisdom in the sci fi book Some Desperate Glory, and I'm not sure that's the way forward. Governments and legal systems are meant to be reflections of the community. There is never a "right" answer, just one that is acceptable to most people
Lawyer Adam Unikowsky has an interesting substack post on why SCOTUS should strike down the tariffs, but this aside caught my eye:

The president says he will defy court orders and illegally withhold SNAP benefits despite there being money in the SNAP contingency fund that the Trump is required to use.
