The SAFE instrument, whereby the EU level provides loans to member-states to ramp up defence, has been more of a success than I had anticipated. The uptake by member-states is huge.

As a Finn I find ambition level ”matching Finland” both interesting and confusing. Having worked parts of my life with Finland’s development cooperation, I understand the reference of achieving real support to development in host country. But I’m not sure we are model of using soft power influence.
America has left a giant soft power vacuum. We knew who would fill it.
