While the Trump DOJ is in power, no one is going to investigate this as a federal crime, but is it possible that state level crimes were committed? And can a civil suit work here?
Seems clear that Pulte 1) broke the law while going on fishing expeditions for baseless mortgage fraud claims 2) immediately removed everyone who tried to investigate that wrong-doing.
