The secret to success as an NYC mayor is being able to recruit and hold on to good agency/department heads. The City runs, or doesn't, through it's departments. BdB for all his flaws managed to bring on effective and enthusiastic agency heads who got a good deal done.

A good first step, I hope Congress will act swiftly on this momentum to (a) make ghosts illegal and (b) arrest Bigfoot once and for all.
