Concurrent controls correcting for seasonality/weather and other factors do NOT show an increase in traffic accidents in D4 after opening Sunset Dunes. Try adding a smoother (like loess) to make both lines easier to interpret

Also MacArthur Foundation studied indirect costs and the evidence shows 29% is the minimum needed for healthy organizations. Plus they allow proportional amounts of general research costs in addition to project specific costs
