From 2007-2015, Ross worked for Border Patrol along the Texas Mexico border. After 19 deaths, investigation in Feb 2013 found that agents were ‘intentionally stepping in front of moving cars to justify using deadly force against vehicular occupants”. Sound familiar? I believe he’s done this before
