I recommend listening to this interview with the Special Envoy for Combatting Islamophobia, Aftab Malik. I wish all people in such positions were as considerate & mindful of the wellbeing of the wider community, in addition to their particular remit, as he is.

To be clear for friends outside Australia, in Australia a "torch" is what some call a "flashlight", a handheld battery-powered device carried to shine a light so we can see something, or someone, ahead in the dark.
Many of us carry these - indeed, our phones have this capability.

This shows the cycle cop started the fracas. He pushes "whiteshirt man" who looks like he is simply putting his arm out to balance himself. His hands go up in a placatory gesture, but then another thug cop lays into him. This video simply points to two cops being involved.
