Users should not be allowed to rate things. All the benefits that ratings offer can be matched by allowing a simple Like/Heart/whatever. The downsides are demoralization of small creators, brigading/dogpiling, and that people are generally the worst.
My current working theory is that any kind of user-generated rating system that allows for negative ratings (or implied negative, as in 1/5 stars) are a mistake. Allow for an affirmative indicator as sign of endorsement, and nothing else.
