The problem is opposite to what Americans are told.

SCOTUS simply declined to put Jones' appeal on their docket.
They didn't rule on it because they didn't take it up.
Whatever his lawyers put in front of them was considered insufficient and/or uncompelling.
They have not ruled on a case they did not hear.

So SCOTUS declines to hear Maxwell's appeal, and the current WH occupant starts floating the idea of a pardon.
Because now he has to, since SCOTUS wouldn't help him wash his hands of this.
