Russia wasn't peaceful in the 90s, it was too weak to wreck major havoc. And ask the Moldovans if you forgot about Russian wars in the 90s. It's major western arrogance, and ignorance, to overlook that independent Moldova has had it's path to prosperity and freedom destroyed by Russia for 30 years.
