“Have Number 10 and the Treasury properly considered the emotional and systemic drivers of why an EHCP is currently sought by a parent?” I was discussing this recently. Sometimes, for a variety of reasons, it’s not the parent, but the school that are pushing for an EHCP.
"So this isn’t really a debate about EHCPs, but one about faith that the system has enough time and money to look after every child. Has the wider government recognised this reality?"

Four errors. Children don’t get diagnosed with SEND. Children get diagnosed with ASD/ADHD/dyslexia/DLD etc which MAY lead to them having SEND. Loose language and a lack of understanding over shared terminology is really not helping things.
Three errors here. First, in confusing some kind of SEND classification (20%) with EHCPs (5.5%).

Secondly in assuming it gives automatic right to DLA. Though there is a strong ECHP/DLA overlap.

Third in assuming that those moving to DLA to PIP never work (it's not an out of work benefit).
"1 in 5 pupils are getting a SEND diagnosis..the vast majority then trip into the benefit system because they get child disability allowance allowance.'

This is completely false from Milburn. He's supposed to be reviewing this issue and he's just making things up. Inexcusable.

This has always been the case in my LA where schools apply 3x a year for funding whether a child has an EHCP or not. This is why we need nationally standardised system as part of the reforms.

It’s “children” and “schools” that are mentioned in reports about transport cost to LAs under personal budgets, but EHCPs go to 25. Have the FOI requests taken this into account; do the figures cited include all children and people with EHCP up to age 25?
