Government have no idea how fucked the entire sector is. Even independent organisations like the Wellcome Trust are imposing pay and hiring freezes (with catastrophic consequences for retention and ultimately purpose) on globally important institutes.
Of course it won't be a 'one off'! Loads of universities will need govt loans! If this is the fantasy world the Treasury lives in, we're in big trouble.
