The ICE agents who killed him walked around the scene, picked up dropped gear and a magazine, holstered their weapons, and then one drove their car away.
Cops helped them out and never even asked their names.

Jokes aside it’s because they know that the threat of invoking the Insurrection Act is far more potent than actually doing it. If they do it they’re going to get their asses kicked in court AND in the streets.
