Yes, this was the view in the 70s. Society needs doctors, nurses, teachers, pharmacists and the members of all the other professions and trades so it is right that training for them should be funded by the state. Thatcher undid that sort of thinking

I do wish this tired old argument was questioned by politicians. It actually benefits every single member of society to have a well educated workforce. When you get treated by a doctor you are benefiting from helping to pay for that doctor to be trained for example.
