There are almost certainly many citizens already there, if their skin or accent caused them to be targeted. If the face recognition software says you are going to the camp, your actual status doesn't matter much.

I'm not sure "I was fooled by lies" is a great defence or advert for Sir Keir because
a) Mandelson's been known as "The Prince of Darkness" since I was a child
b) Sir Keir was the Director of Public Prosecutions, the body responsible for *dealing with criminals*, many of whom are fucking liars
