The issue is that the Liberals never took the information wars seriously until it was too late. They thought reason and logic would triumph in a social media mess of disinformation. Almost the entirety of the opposition to it has been volunteer efforts working against well funded efforts.

Two Premiers (Smith and Ford) are passing legislation that are such gross violations of the Charter, and in peacetime, that it is the responsibility of the Federal Government to stop this. Neither of them ran on those bills. This is not a ballot box issue.
