Can the President illegally withhold mandatory Congressional appropriations from States because he thinks it's politically advantageous to starve people?

The answer is plainly "no" but there are several guaranteed "yes" votes on SCOTUS, potentially even a majority.

By this time next week, the estimated deaths due to the illegal destruction of USAID and the shuttering of its aid efforts will breach 400,000.

He's now openly defying a court order, refusing to release SNAP benefits to stick it to Dems...more than willing to let people starve.
