The "skinny" budget released last week had alarming proposed changes for HOPWA + other housing programs:

✂ Consolidate HOPWA into the Emergency Shelter Grant (ESG) program, making HOPWA a short-term housing program

✂ Cap eligibility for beneficiaries at 2 years

✂ Significantly ⬇️ funding levels

The CDC provides over 90% of federal funding for HIV prevention—about $1 billion a year. Eliminating federal funding would lead to over 143,000 additional people in the U.S. acquiring HIV within 5 years and about 127,000 additional deaths related to AIDS, says amfAR.

Trump once promised to end HIV in America. His deep funding cuts are rolling back progress in the South.
A disruption in federal funds has jeopardized HIV testing and outreach in Mississippi, and researchers warn of a resurgence of the epidemic in the South.

Housing for low-income folks, LGBTQ+ folks, people living with HIV is a necessary pillar of public health and community wellbeing. A robustly-funded HUD that follows civil rights laws and policies is absolutely necessary.

🏠 4 are in Florida (Miami, Ft. Lauderdale, Orlando, Tampa)
🏠 3 are in Texas (Houston, Dallas, TX state)

Congress will decide. But housing aid takes a major hit in the White House budget request. www.npr.org/2025/05/02/n...
Trump budget would slash rental aid by 40% -- and let states fill the gap if they want
The proposal would cut off rental subsidies after two years for able-bodied adults. Advocates warn if enacted, the White House plan would tip many low-income renters over the edge into homelessness.

Stats on (lack of) housing and how that increases HIV incidence is also sorely needed.
Some good news - the CDC released an HIV Surveillance Supplemental Report with data for 2023.

Unfortunately, there is no data presented on HIV incidence and PrEP coverage because...of RIF.

This diminishes our situational awareness re: where we are nationally in our work to end the HIV epidemic.
