I think it's pretty clear from the transcript of the Julie Le hearing that ICE/DHS is intentionally setting up a defective system of detention so that it can use the purported failures of the "system" as an excuse to ignore or delay complying with court orders

The Springfield metro is only 136,000 people. A 1000-agent surge will be the equivalent of TWO HUNDRED MIDWAY BLITZES at once. Utter insanity.
