Regarding the deployment of National Guard members from other states. What powers does a governor have to prevent or impede this. If an aircraft of guardsman arrive, can they not use some excuse to prevent them from deplaning?

I know it’s getting bad when my friends and relatives from Europe are telling me NOT to send any txts or eMails, jokes or meme’s that are critical of Trump because they are very concerned about traveling if it takes them through an American port of entry where they might have their phones seized.
