Mistake? Clealy these demands were discussed ready "at some point". It's not just some brain fart from misguided personnel. It doesn't matter if it was sent or not, the point is that they even considered to take that stance against Harvard or any other university. Cards are on the table.

Can someone please explain. Howcome everything usually seems to take ions in the US system and involves senate and congress decisions and involvement before it gets done, whatever he wants, gets done immediately? What's the purpose of congress and senate anymore? Asking for a baffled outsider.
